A back-of-the-envelope Google check disagrees.  The query
"Windows API" (with quotes) has about 6.63 million hits,
"Win32 API" (with quotes) has about 2.73 million hits.

And even if "Win32 API" were more common, "Windows API" is a common and
arguably more correct name.  The Microsoft overview of the API
<http://msdn.microsoft.com/en-us/library/aa383723.aspx> says,
"Note that this was formerly called the Win32 API. The name
Windows API more accurately reflects its roots in 16-bit Windows
and its support on 64-bit Windows."

If this distinction ever becomes relevant for Emacs, we can
say something like "32-bit Windows API" in Emacs
when it's important to refer to just the 32-bit version.
