No, the `user' theme is the "theme" for ordinary Custom settings,
i.e. settings you make with M-x customize and related facilities. It is
treated very differently from other Custom themes. So when you convert
your customizations to a theme, you have to give it a name other than
"user". I think the rest of this bug repot stems from this confusion.
