If it can not be fixed, that's one good reason to change the bootstrap
process on Windows.

I had started to look into aligning the bootstrap process between Linux and Windows, but I didn't get very far. I also don't have very much time to spend on development right now so someone(TM) might beat me to it. ;)

What exactly did cause the slowdown?
