Perhaps I should add that in a bash command prompt outside Emacs, echoing $HOME
or ~ shows this:

/cygdrive/c

Inside Emacs (apart from emacs -Q), `C-x d ~' takes me to c:/,
and (getenv "HOME") returns "c:\\".
