bug#13311: 24.2.91; The `commentary section' isn't documented

Please describe exactly what actions triggered the bug, and

starting from `emacs -Q':

In (info "(elisp) Common Keywords"), the :link keyword has a
`(emacs-commentary-link LIBRARY)', it says:
  Link to the commentary section of a library; LIBRARY is a string which
  specifies the library name.
But I didn't find what the `commentary section' means in the manual.

If Emacs crashed, and you have the Emacs process in the gdb debugger,
please include the output from the following gdb commands:
    `bt full' and `xbacktrace'.
