bug#13739: 24.3.50; M-x does not work in emacsclient -c (with Viper mode and emacs --daemon)

Heya,
  I start emacs with "emacs --daemon" and then attach to it
emacsclients, some in their own GUI frames, some in consoles.
I also use Viper mode.

Starting from the emacs-snapshot of a few days ago, M-x no longer works
in GUI frame based emacs clients. I only get "M-x is undefined" in the
minibuffer. This is when Viper is in Vim mode (i.e. <V> in the status
bar). Everything work fine with Viper in Emacs mode (i.e. <E>). Note
that I do have Viper configured at the highest Emacs-y level, where M-x
is supposed to work normally, and it did so up to a few days ago.

On the other hand, emacsclients on the console (not passing -c to
emacsclient) work as expected, with M-x doing what it should.
