IMHO that's part of the "steep learning curve", Emacs is often blamed of - too 
much electric stuff for beginners.

Rather tell at README and Info what to activate once it works.

I have no strong opinion about how cc-mode should work, but having to
search the documentation (or Internet) and manually enable features
users may take for granted in other editors is arguably a bigger part of
Emacs's "steep leaning curve".
