bug#15676: 24.3; visual-line does not activate properly from file header

From: Josh Hunsaker
Subject: bug#15676: 24.3; visual-line does not activate properly from file header
Date: Mon, 21 Oct 2013 13:53:46 -0600

When I add the following line:

    -*- visual-line-mode: t -*-

to the top of a file, and open that file in a new buffer, the line
wrapping does not work. Checking `C-h m` tells me the minor mode
visual-line is enabled, but the lines in the buffer do not wrap as
expected. If I then issue the command `(visual-line-mode t)`, then the
lines will wrap as expected. I see this behavior even when starting from
`emacs -Q`.
