bug#15851: 24.3.50; cperl-mode: autohelp not working

I don't see any changes to cperl-mode.el (as of rev 115070).  I cannot
quite agree how this can be "notabug".  Dumb defaults are bugs in my
opinion.  Either fix the bug or leave the bug open.
