I think it is something wrong with -D. Emacs starts with no scroll bars, but
when you do the first M-x scroll-bar-mode, Emacs says "Scroll-Bar mode
disabled".
Without -D this works fine.
It also works fine with NS or no toolkit. Lucid gets the extra column on the
right, but the scroll bar appears on the left.
