FWIW, I use key translations regularly (in the way described at http://www.emacswiki.org/emacs/Evil ) and haven't seen such an issue. I use Linux mostly, but I just tried it on Windows 7 and didn't
reproduce it using Emacs 24.3. I have never used Emacs 23.
