bug#17144: 24.3; Some unicode characters show in many lines

Attached is a is a 3-line text file containing some 'exotic' unicode
characters.
And a screenshot of emacs reading that file started with emacs -Q
[vi shows it ok]

Note that although its 3 lines it looks like many more
