I largely agree (tho it doesn't really matter if it's really HTML: it
just needs to be a better format than Info (e.g. one that can be
refilled), and it needs to work within Emacs).

The only vaguely related project I've heard of recently is the one that
provided an Info-mode-like behavior to view Texinfo docs in your
web browser.
That's very nice, indeed, but I still want to read my docs within Emacs,
so it doesn't really help me,
