bug#18489: 24.3.93; uni-*.el files not regenerated if inadvertently deleted

If one or more of the lisp/international/uni-*.el files are
inadvertently deleted, running "make" will not regenerate the, because
no Makefile lists them explicitly as targets.

The only way of regenerating them is remove charprops.el.
