    Is COPYING.LIB a file that contains the LGPL license?
    Why name it so weirdly?

It's the convention I set up 25 years ago -- like COPYING, but it's
for libraries.  That was when "LGPL" meant "GNU Library General Public
License".

Perhaps it should be COPYING.LESSER.
