I implemented this, along with some other fixes (notably, getting a proper copyright notice into the generated ChangeLog file), and am attaching the corresponding patches. I would like to install this into the emacs-24 branch and then merge that into the master.

There are three patches. Patches 1 and 3 are so large that I'm just attaching summaries here. (Patch 1 is essentially the same as before.) You can get the full patches temporarily from here:
