Wouldn't it be better to use the same format in commit messages and in ChangeLog.2? That will be less confusing for everybody. I don't care what format is used; "Fixes: bug#NNN" is fine, as is "(Bug#NNN)". I'm more used to the latter format, and I don't know where the former format came from.
