What I'm suggesting is that such a project would add an entry to 
dir-locals, to solidify its current conventions. They've probably done 
it already:

Sneaky changes are not only caused by changed defaults. Some members of 
the team might have different tabs-indent-mode values set up in their 
configs. The only way to guard against that is to do the above anyway.

Well, like mentioned before, exceptions add complexity. So it's not like 
I really disagree.
