Sure, I can look into that. Also the slashed L and l, perhaps, so that we can spell names like Łukasiewicz. If we want to be more ambitious, we could support the Latin letters in any ISO 8859 variant, which would include the following additions (this includes all the letters you mentioned):

It may be difficult to fit all these into the existing C-x 8 space, though.
C-x 8 C-h is a good way of seeing what all the options are. It may be worth documenting.
It is documented in the manual now.
It would be nice to have C-u C-x = show the specific C-x 8 sequence for a character, if there is one.

it would be good to have a file that consists of all of unicode in numeric order. That would provide an easy way to pick some unicode character (whose code you don't remember) and copying it into some text.
Although Eli mentioned that we already have such a file, it isn't installed. Perhaps we could install it in the etc directory (next to AUTHORS, CONTRIBUTE, etc.) and then have 'C-h u' visit it.
