Okay, sometimes it does. Point is, tags-explicit-match-p won't apply to the many entries where it doesn't.

Whether "etags -Q" generates explicit tag names or not is orthogonal
to whether it qualifies class members.  The decision depends on the
text surrounding the pattern.

If you mean that producing two entries instead of one under -Q will
produce better results both with xref-find-definitions and with
completion...

It should, though at the cost of larger file size (and completion table size, relative to the proposal where we don't include the unqualified tags in it).
