bug#20677: tooltips generate garbage

Thanks for testing.  The second one is closer to the code before the
cairo merge, but the first would be better if it works.

Jan, do you have any comments about this?  I guess some experimental
code has been accidentally slipped in, but just in case you have any
intentions or ideas especially about newer versions of GTK+...
