bug#20818: 24.3; `whitespace-line-column' should be a safe file-local variable

Create a file that has `whitespace-line-column' as file-local variable.
Upon loading the file, the prompt for applying this unsafe variable
appears.  I think the variable could be marked safe if it's either an
integer or nil.
