This method works for me. i'm running Emacs 24.5.2 with Linux 
kernel 3.16.0-4 on Debian Jessie x86_64.

Do you get no error messages when you issue the above command (as 
root, of course)? Does subsequently doing:

$ cat /sys/class/graphics/fbcon/cursor_blink

produce "0" as the output?
