bug#21009: 24.5; css-mode is derived from prog-mode

css-mode is derived from fundamental-mode in 24.5.  I've checked the
master branch just to find out that while it is still located in
lisp/textmodes, it is derived from prog-mode instead.  This feels pretty
wrong to me considering all the other major modes defined in that
directory derive from text-mode instead.  Please derive css-mode from
text-mode or move it in the lisp/progmodes directory for consistency's sake.
