bug#21415: 25.0.50; Emacs Trunk -- pixelwise width/height for x-create-frame

A fix for bug 21301 would indeed be wonderful.  I anticipate having some free 
time later this evening to look more carefully at this recent thread to see 
what patch needs to be applied to test out the fix and I'll try it and report 
back.
