From: Richard Stallman
Subject: bug#22062: 25.0.50; M-x occur
Date: Mon, 30 Nov 2015 12:59:59 -0500

I typed M-x occur RET ^$ RET, hoping to find
all the blank lines in the buffer. I got the error message,
Searched 1 buffer; no matches for `^$'
I got the same error in etc/HELLO.
