No, the following javascript implementation of cat also reproduces the issue:

function blackhole() {
    process.stdin.resume();
    process.stdin.setEncoding("ascii");
    process.stdin.on('data', function (chunk) { process.stdout.write(chunk); });
}
blackhole();
