Actually, LRM should also work, you just need to put it on both sides
of the footnote, like below:

\begin{hebrew}
  \pstart

בְּרֵאשִׁ֖ית‎\footnoteA{This is a Hebrew related footnote}‎ בָּרָ֣א אֱלֹהִ֑ים 
אֵ֥ת הַשָּׁמַ֖יִם וְאֵ֥ת הָאָֽרֶץ׃

  \pend
\end{hebrew}
