bug#22562: 25.1.50; debug-on-error is always true

From: Lars Ingebrigtsen
Subject: bug#22562: 25.1.50; debug-on-error is always true

Starting with emacs -Q, if I eval

debug-on-error => t

However, C-h debug-on-error says

debug-on-error is a variable defined in ‘C source code’.
Its value is nil

I think this started happening today.
