No, no special recipe.
0. src/emacs -Q
1. M-x tmm-menubar RET
The Menubar window is displayed and the minibuffer displays "Menu bar
(up/down to change, PgUp to menu): h==>Help"
2. C-g
The minibuffer displays "Quit", briefly, but then the prompt appears
again: "Menu bar (up/down to change, PgUp to menu): h==>Help". The
Menubar window remains.
3. ESC ESC ESC
As expected, the minibuffer displays "Quit" and the Menubar window
disappears.

This is a GUI session (GTK+ Version 3.18.9).
I see it with the pretest (25.0.92) and with emacs-25 built yesterday
(5a0cbe51f4a32aedb2060bf18afc36c4dfe329db). (It might well not be a
new problem -- I also see it with Emacs 24.5.)
