Probably.

I think you disabled the wrong code. What you need is force Emacs to
always do this:
if (cost <= relcost)
{ /* really is cheaper */
emacs_tputs (tty, p, 1, cmputc);
curY (tty) = row, curX (tty) = col;
return;
}
