Tests written after the fact are often less than helpful, because you don't see the problem anymore. Not to mention that there's little motivation for anyone to do that.
Never mind "good" tests, let's at least have _some_ tests first.It should be the responsibility of the person who fixes the bug, or the one who introduced it, at least.
