Not here.  I do see the behavior you describe in Emacs 24.5, but not

in Emacs 25.1, 25.2, and 26.0.50.

Ignore that this is a phone - it's a remote ssh shell to a Ubuntu server 16.04 machine running the latest 26.0.50 from ppa:ubuntu-elisp/ppa.
