Yes, that's right.
we still need to inhibit open/close/access events from being used by any client in order to fix this bug. (Unless someone finds a better way by looking more closely into the problem relating to processes. Though filenotify.el does not use them and so it may not be worth it.)
I didn't observe the problem with a little test case involving OPEN that I wrote myself. I agree it may not be worth looking into it. That being said, if you can easily explain the bug or supply a test case I can briefly look into fixing it.
