Try to disable XIM, by adding this to ~/.Xresources
emacs*useXIM: off
…and reload it with xrdb .Xresources.
This corrected the hang in emacs for me, for many years. But rxvt still keeps
hanging under the same conditions you describe. This is related to
xcb_wait_for_event, see https://bugs.freedesktop.org/show_bug.cgi?id=78081
