Sorry, I'm afraid I don't understand Tramp at all but I don't think it matters. By "Tramp quoting" I was referring to the technique you used in https://debbugs.gnu.org/cgi/bugreport.cgi?bug=28156#23 to create a symlink whose name starts with "~", by prefixing the name with "/:/tmp/". I don't know why the "/:" is there and it doesn't really matter, since the bug in question is not with the name of the symlink, it is with the contents of the symlink.
