Shrinking the height of the frame when en/disabling vertical scroll
bars seems wrong to me.

I've lost track :-)

With scaling:

- en/disable vertical scroll bars: frame height shrinks with every toggle
- en/disable horizontal scoll bars: ditto

Without scaling:

- en/disable vertical scroll bars: frame height unchanged
- en/disable horizontal scoll bars: frame height increases with
  enable, shrinks with disable

This is all with my patch installed.
