This prevents `message-auto-fill' from adding a useless citation in
the following case:
> foo
>> bar
A l o o o o o o o o o o o o o o o o o o o o o o o o o o o o o o o o o o o o o
o o o o o o o o o o o o o o o o n g line.
(Try RET at the end of the long line in a messege-mode buffer.)
