1) Start emacs with `emacs --no-init-file`

2) Type into buffer named `*test*`:

3) Type into `*scratch*` buffer:

Expected behavior: Form above evaluates to nil.

Actual behavior - error is caught:

This error doesn't happen if I don't use 'justify rule.
