This is related to Hanwen's reply to another bug report:

I certainly had a reason to introduce the filbreak, Rune has shown
one example, another example is the situation mentioned in the
comment, that if you have several movements combined into a 
single file, the title of a moment may end up the page before
the actual music. I found the solution with filbreak in the TeXbook.
