This specification is either bizarre or under-explained.  As a user I do not
want to store my data files in $HOME/.local/share.  Why would I?  And why
should I have to set an environment variable to override that bizarre
default?

I'm all in favor of conforming to relevant standards but I don't understand
this one at all.
