Seems like gtk already cares about RTF:

And there is this lgpl3 library which can manage rtf with gtk:
http://sourceforge.net/projects/osxcart/
Since msword,abiword,openoffice and other tools like
inkscape,corel,photoshop all can read rtf,
maybe would be nice to try to add rtf support to pspp, so users from
everyone of this tools can benefited from this.
