This issue came up some time ago - and if I remember correctly we ended
up swapping the axes.  However, it is somewhat subjective which way around
they ought to be.

You don't mention either in your bug report:

1.  Which version of pspp are you using?

2.  Which way around do you consider to be the "correct" orientation for the
   axes?
