could you try the following install package

http://www.hs-augsburg.de/~beckmanf/pspp-0.10.1.dmg

This contains a standard application bundle that you
can copy to Applications or Desktop without macports.

I have tried it on MacOS 10.11.5 El Capitan. I have no
Apple Developer ID, so you might follow these instructions
if you can’t open the application:
