I'm not sure what is the problem you are trying to report.  Is it the
absence of man pages in some GNU package?  If so, please tell what
package that is; most of them, including Tar, do come with man pages
AFAIK.

Did you try the "info --usage" feature that is part of Texinfo 4.0 and
later?  I think it produces the same effect as viewing a man page,
assuming that the Info manual was written according to GNU standards.

Using the `i' (index-search) command is the recommended way of looking
up specific issues in an Info document.  Did you try it?  If so, what
were the problems you experienced?
