extra feature for plotutils

Hi, I needed to use the "graph" package from plotutils to plot graphs in 
which the error bars overlapped with each other, so it was necessary to 
plot the error bars with the same linestyle (e.g. dotted, dashed, etc) as 
the lines joining the points, in order to distinguish them. I have patched 
a couple of lines of the source code to allow this to be done using a new  
"--toggle-errorbar-line" option. The unified diff for the files
