The GNU Diffutils 2.8 distribution uses Automake 1.6, released March
6.  CVS Automake doesn't seem to have any patches relevant to this
problem since then.  So I don't think this problem can be fixed by
upgrading to the latest version of Automake.

It's too bad that Debian install-info is incompatible with Texinfo
install-info.  Apparently that is the real bug here.  I would guess
that the Debian folks should refile this as an install-info bug.
