diction-1.02 does not conform to GNU Makefile standards

diction-1.02 does not conform to GNU Makefile standards as documented
in info node Standard Targets for Users: it lacks at least these:

        check
        mostlyclean
        maintainer-clean
        uninstall

At the very least, a dummy check target should be supplied, but even
better, check should run a validation suite.
