make, rebuild all

Hi,

it's not a bug - it's a missing feature. However for me it is a bug, because
if strange (=unexpected) things happen I would need this feature!

Q: Why don't you have a 'rebuild all' feature

N.B.:
Suuppose one of these situations
- someone didn't take care of the clean target
- someone was sloppy with dependencies
- someone changed an environmet or make variable
