The only other GNU project that I know of, besides autoconf, that installs
standards.info is gdb.
Gcc doesn't. Bison doesn't. Glibc doesn't. Fileutils doesn't. Sh-utils
doesn't. Tar doesn't. And so on and so forth.
So, yes, it does appear that binutils is the odd one out.
